The United Nations building must go through some modifications before hosting the heads of state and government for the High-Level week. There are walled off areas, extra security stations and various set ups for media events. Access is limited, even for those with NGO passes to the UN grounds. 1st Avenue is closed off to the public as well, with police stationed at security check points along 2nd Avenue.
