Two high-level conferences for countries in special situations are scheduled for 2024 and Preparatory Committees have begun their discussions at the UNHQ. This Round Up focuses on central themes explored by the UNGA78 Second Committee (Economic and Financial)’s session on Groups of Countries in Special Situations, including debt distress and vulnerability, concessional funding and climate financing. This GPW Round Up #3, CSO Participation at the UN: Perspectives on CSO Engagement in UN Processes, highlights some insights, analyses, commentary and advocacy regarding civil society organizations engaging in UN multilateral processses. From the Member States to the UN Secretary-General, CSOs are frequently exalted as an integral part of multilateral policy-making processes; yet, whether their calls and analyses are genuinely heeded is up for debate. Some Member States and CSOs have called for improvements in CSO participation, supported by recommendations from experts on reforms to CSO engagement. Read more
This GPW Round Up #2, Ensuring Social Protection for All, highlights the critical importance of universal social protection not only in recovering from the pandemic, but also its vital role to address pre-existing deep-seated inequalities between and within countries. It details gaps in social protection coverage and financing, especially in poor countries, and failures of the targeted, or means-tested approach, often promoted by IMF and World Bank. Read more

The 75th session of the UN General Assembly (GA) will open on 15 September and its first weeks will see a number of high-level meetings: the first annual “SDG Moment” launching the Decade of Action, the High-level meeting to commemorate the 75th Anniversary of the UN, the Biodiversity Summit, the High-level meeting on the 25th anniversary of the Fourth World Conference on Women (Beijing +25) and the High-level meeting to commemorate and promote the International Day for the Total Elimination of Nuclear Weapons. A new phrase has gained traction in inter-governmental deliberations at the UN in the virtual world ushered in by COVID-19: “All protocols observed”. Many Member States begin their statements with this phrase that replaces the formality of recognizing lists of colleagues and Member States. Read more

Across the UN System, all hands are on deck to address the impact of COVID-19 from immediate humanitarian and health needs, to medium and longer-term socio-economic policy. Various initiatives are circling one another, raising issues of governance, reporting and accountability. Member States in the ECOSOC Operational Activities Segment explored some of these questions as they related to the UN Development System (UNDS), while in the 28 May and 2 June meetings on Financing for Development they also explored policy ideas, with an emphasis on accounting for vulnerability in macroeconomic analysis. Across the UN development system, Member States, the UN Secretariat and UN leadership are exploring the profound socio-economic impacts of COVID-19 and what macroeconomic policy changes are needed to “build back better”. From UN-led programme activity responses to COVID-19 to needed policy responses both by the Financing for Development process and Member State-led initiatives, there are several opportunities to monitor these developments in the coming weeks. UN Secretary-General António Guterres introduce a report and assessment of progress in the reform of the United Nations Development System (UNDS) which will be deliberated during the ECOSOC Operational Activities for Development Segment (OAS). This segment will take place virtually, 19-22 May, and 27 May, and its official programme and a series of reports are now available online. Read more

The 2020 High Level Political Forum (HLPF) is scheduled to review the implementation of the 2030 Agenda for Sustainable Development and progress towards the SDGs on 7- 16 July 2020. The United Nations Department of Economic and Social Affairs (DESA) has released a provisional programme and concept note for the 2020 HLPF. DESA has also announced new modalities for virtual side events and exhibitions. Read more
The International Labour Organization (ILO) issued a COVID-19 monitor on the world of work in light of the global coronavirus on 29 April. This was accompanied by a press release specifically focusing on informal work. It reports that: “1.6 billion workers in the informal economy – that is nearly half of the global workforce – stand in immediate danger of having their livelihoods destroyed” due to COVID-19. WHO ACT Accelerator
On 24 April, the World Health Organization announced a multi-stakeholder initiative called the “Access to COVID-19 Tools Accelerator, or the ACT Accelerator”. The ACT Accelerator describes itself as “a collaboration to accelerate the development, production and equitable global access to new COVID-19 essential health technologies”. It is “grounded in a vision of a planet protected from human suffering and the devastating social and economic consequences of COVID-19”. Read more
Member States adopted General Assembly Resolution “ International cooperation to ensure global access to medicines, vaccines and medical equipment to face COVID-19” on 20 April under silence procedure. Read more
The Financial Accountability, Transparency and Integrity (FACTI) Panel, a joint General Assembly and ECOSOC initiative established in early 2020, will hold a virtual consultation with Member States on 24 April. The Panel has made available an overview of existing mechanisms and a concept note of their work. Among their priorities will be addressing financial secrecy. Read more

UN human rights experts and the UN High Commissioner have spoken out, collectively and individually, issuing statements covering the full range of civic, political, economic and cultural rights. Read more
