Global Indicator Framework for SDGs: value added or time to start over?

By Barbara Adams and Karen Judd
After 10 bi-annual sessions and a one-month open consultation, the Interagency and Expert Group on Sustainable Development Goals (IAEG-SDGs) has made important progress in finalizing its global indicator framework by which to measure progress towards the 17 SDGs and 169 targets at the global level. It has agreed on some additional indicators, including a few long sought by civil society organizations, and has upgraded or replaced indicators stalled at Tier III, a continual demand by Member States. Another view of the Climate Action Summit

By Daphne Davies
The so-called ‘Climate Action Summit’ was an odd affair. It began with a youth dialogue, including a speech from Greta Thunberg, who called out the audience of heads of state and CEOs of some of the companies known for their inaction in the face of the climate emergency.

“How dare you say it is business as usual”, “We are in the beginning of a mass extinction and all you can talk about is money and fairy tales of eternal economic growth, how dare you”, she said. This public telling off was greeted with tumultuous applause – perhaps showing that it was going to be business as usual after all. Read more

Gender Equality: a thread running through the Sustainable Development Goals

The need for gender equality is being referred to throughout discussions on the SDGs as an important prerequisite to achieving the goals.
“There is simply no way we can achieve the 17 SDGs without achieving gender equality and empowering women and girls”. Who said this? A feminist polemicist? No, United Nations Secretary-General Antonio Guterres pointing out that gender equality is the thread running through the 2030 Agenda. Read more

VNRs and Progress Measurement Beyond the HLPF

By Elena Marmo
Since 2016, 142 countries worldwide have submitted Voluntary National Reviews (VNRs) as part of the UN High Level Political Forum (HLPF), reporting on progress made towards achieving the Sustainable Development Goals (SDGs), the action plan of the 2030 Agenda for Sustainable Development. The VNRs play a prominent role in the annual Economic and Social Council (ECOSOC) HLPF with both criticism and acclaim. However, it’s important to consider how VNRs are taking hold beyond the formal sessions in the HLPF every year. The VNRs elucidate gaps in the global indicator framework and are appearing in discussions of UN Country Teams (UNCTs), the UN Statistical Commission and the Committee for Development Policy (CDP). Measuring the SDGs: Who controls the process, who owns the results?

By Barbara Adams and Karen Judd
Statisticians from around the world, meeting at the UN Statistical Commission in March, will again take stock of progress in the world of data over the previous 12 months, largely driven by the 2030 Agenda for Sustainable Development. The official report on filling the gaps in the global indicator framework—a clear priority of the 2018 Commission—show that while some progress has been made much has stalled. Gaps and tensions continue over the selection and interpretation of indicators, the data to fill them, the selection of partners as well as control of the process and ownership of the results. Sustainable development needs fundamental policy changes

“The world is off-track in terms of achieving sustainable development and fundamental policy changes are necessary to unleash the transformative potential of the SDGs.” This is the main message of the Spotlight Report 2018, the most comprehensive independent assessment of the implementation of the 2030 Agenda. The report is launched on the opening day of the High Level Political Forum at the United Nations in New York by a global coalition of civil society organizations and trade unions. When UN Member States adopted the 2030 Agenda, they signaled with the title ‘Transforming our World’ that it should trigger fundamental changes in politics and society, argues the report. Yet, “three years after its adoption, most governments have failed to turn the vision of the 2030 Agenda into real policies. Even worse, policies in a growing number of countries are moving in the opposite direction, seriously undermining the spirit and the goals of the 2030 Agenda.” The Spotlight 2018 report focuses on policies that are needed and, as the authors underline, “possible”. The Ups and Downs of Tiers: Measuring SDG Progress

By Barbara Adams and Karen Judd
After two years of measuring for SDG implementation the emphasis has shifted from the pressure to develop a global indicator framework to the need for capacity development. This has generated a significant increase in interest in national statistical offices (NSOs) for data disaggregation, not only by income, gender and population group but also by municipal and neighborhood levels in an effort to ’leave no one behind’. The shift to implementation and capacity-building has also spawned a host of initiatives and partnerships, designed primarily to enable NSOs to integrate data from non-traditional sources, such as satellite imagery, mobile phones, and social media and scanning data.
Member States at the 49th session of the UN Statistical Commission addressed the work of the Inter-agency and Expert Group on SDGs Indicators (IAEG-SDGs) and the High Level Group for Partnership, Coordination and Capacity-Building for Statistics for the 2030 Agenda (HLG-PCCB), along with a large number of other reports, ranging from household surveys and systems of national accounts to gender statistics, open data and big data for official statistics. SDG indicators: The forest is missing

By Roberto Bissio
Almost three years after the adoption of the 2030 Agenda at the highest level of the United Nations, the indicators to assess its progress are still being debated. The set of indicators around which there is agreed methodology and available data (known as Tier I in the insiders’ jargon) shows a great degree of overlap with the existing indicators for the Millennium Development Goals (MDGs) and misses most aspects of the Sustainable Development Goals (SDGs) that make them transformative or represent a paradigm change.
There are 93 indicators in Tier I of the SDGs, of which 42 are either identical to or an elaboration of the already existing MDG indicators. And some important MDG indicators, particularly those related to implementation, have been lost. Read more…

Data is the new gold – development players mine a new seam

by Barbara Adams and Karen Judd
“Data is the new Gold” headlined a 2014 article in the business press on the marketing power it offers. “Each click, like, and share creates new data in the world, much of which can be used to deliver relevant marketing information and bring increased value to consumer audiences.” Picking up on the potential of so-called Big Data to measure national and global progress on development goals agreed in the 2030 Agenda for Sustainable Development, the 2030 Agenda has driven a variety of new initiatives, bringing together a vast array of global corporations, foundations, and CSOs ready to mine this new seam. The UN development system: Can it catch up to the 2030 Agenda?

By Barbara Adams and Gretchen Luchsinger

The current model of UN development assistance—operating country by country, and issue by issue, with priorities heavily driven by individual donors and their interests—is no longer fit for its intended purpose. The ambitious vision of the 2030 Agenda for Sustainable Development challenges the UN development system to fully respond to the inextricable links across countries and among social, economic and environmental concerns. This is not just an issue of greater efficiency and effectiveness within existing arrangements. It is a question of how the UN development system can meet the high demands of new commitments aimed at transforming the course of development so that it is equitable, sustainable and aligned with human rights, and remains within planetary boundaries. Can development goals help development finance? If so, how?

By Ingrid Harvold Kvangraven.
Last month, the “Sustainable Development Goals” (SDGs) were launched at the UN in New York. This is the outcome of two years of consultations, lobbying, and debate about what the “post-2015” agenda should look like. This agenda is likely to have far-reaching implications both for development finance and for the promotion of social and economic rights. However, why adopt goals at all? Any systematic effort to answer this seemingly elementary conceptual question has been disturbingly absent. What’s more, not only has this basic question not been answered, what is most striking is that it has hardly been asked. Read more…

Truth and reconciliation in sustainable development

“The UN must champion a process of truth and reconciliation” in development, said Barbara Adams, on behalf of Global Policy Forum and Social Watch during a round table at the United Nations in New York.
