2023 UN SDG Summit

At the half-way mark to fulfilling the 2030 Agenda for Sustainable Development, the UN “SDG Summit” is charged with igniting a correction course as the UN, Member States and numerous studies agree that the Sustainable Development Goals (SDGs) are seriously off-track and the consequences of failure affect all countries and sectors of society. Key themes include: the SDG Stimulus, debt swaps, international financial architecture reform, re-channeling of Special Drawing Rights amongst other issues. Read more

PRESS RELEASE: Launch of Spotlight on Sustainable Development 2021

This year’s Spotlight on Sustainable Development Report describes the highly uneven socio-economic impact of the COVID-19 crisis and analyses the policy responses to it. It explores beyond the rhetoric, highlighting deepening inequalities, self-serving and hypocritical policies and governance failures at national and international level.
Addressing the imbalance in global vaccine production and distribution, the report also examines a few key areas where political and structural changes are necessary to correct the limited and asymmetric recovery. Read more

UN Partnership Forum 2019: “Partnerships Driving Inclusive Implementation of the SDGs”

By Barbara Adams and Sarah Dayringer
The Economic and Social Council (ECOSOC) Partnership Forum will hold its annual session at UN headquarters on 11 April 2019. This year it will focus on partnership efforts supporting the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). The 2030 Agenda is the subject of review by the High-Level Political Forum on Sustainable Development (HLPF) annually under ECOSOC and at summit level every four years (including 2019) under the auspices of the UN’s highest political body, the General Assembly. Who influences whom in the policy arena? Statisticians seek greater voice

By Barbara Adams and Karen Judd
A common theme that ran through the 50th Session of the UN Statistical Commission, March 2019, was the often tense interface between data and policy-making and the asymmetrical power dynamics that shape it. This was evident in the several reports submitted for consideration by the Commission. One from the UN Statistics Division (UNSD) reported on the federated system of data hubs, designed to integrate new data sources into a platform which is accessible to National Statistics Offices (NSOs) and creates comparable data among users. Another was a proposal by the High-Level Group for Partnership, Cooperation, and Capacity Building for the 2030 Agenda for Sustainable Development for a UN Chief Statistician to enhance the voice of statistics in UN policy processes. Civil Society FfD Group’s Statement to the UN Secretary General’s High-Level Meeting on Financing the 2030 Agenda for Sustainable Development

This document has been collectively developed by the Civil Society Financing for Development (FfD) Group, a very broad platform of civil society organizations, networks and federations from around the world, including the Women’s Working Group on FfD. The Group followed closely the FfD process since its origins, facilitated civil society’s contribution to the Third International Conference on FfD, and continues to provide a facilitation mechanism for the collective expression of civil society in the FfD Follow-up process. While the group is diverse, and positions might differ on specific issues, this document expresses the elements of common concern. Read more…

Sustainable development needs fundamental policy changes

“The world is off-track in terms of achieving sustainable development and fundamental policy changes are necessary to unleash the transformative potential of the SDGs.” This is the main message of the Spotlight Report 2018, the most comprehensive independent assessment of the implementation of the 2030 Agenda. The report is launched on the opening day of the High Level Political Forum at the United Nations in New York by a global coalition of civil society organizations and trade unions. When UN Member States adopted the 2030 Agenda, they signaled with the title ‘Transforming our World’ that it should trigger fundamental changes in politics and society, argues the report. Yet, “three years after its adoption, most governments have failed to turn the vision of the 2030 Agenda into real policies. Even worse, policies in a growing number of countries are moving in the opposite direction, seriously undermining the spirit and the goals of the 2030 Agenda.” The Spotlight 2018 report focuses on policies that are needed and, as the authors underline, “possible”. Data is the new gold – development players mine a new seam

by Barbara Adams and Karen Judd
“Data is the new Gold” headlined a 2014 article in the business press on the marketing power it offers. “Each click, like, and share creates new data in the world, much of which can be used to deliver relevant marketing information and bring increased value to consumer audiences.” Picking up on the potential of so-called Big Data to measure national and global progress on development goals agreed in the 2030 Agenda for Sustainable Development, the 2030 Agenda has driven a variety of new initiatives, bringing together a vast array of global corporations, foundations, and CSOs ready to mine this new seam. UN partnerships in the public interest? Not yet.

by Barbara Adams and Sarah Dayringer
The World Bank, together with the International Monetary Fund (IMF) and the development banks, have been proclaiming since 2015 that “to meet the investment needs of the Sustainable Development Goals (SDGs), the global community needs to move the discussion from ‘billions to trillions’” — that is from billions in official development assistance (ODA) to trillions in investments of all kinds: public and private, national and global, in both capital and capacity. Spotlight on Sustainable Development 2017: Reclaiming Policies for the Public

In the 2030 Agenda governments committed to a revitalized Global Partnership between States and declared that public finance has to play a vital role in achieving the SDGs. But in recent decades, the combination of neoliberal ideology, corporate lobbying, business-friendly fiscal policies, tax avoidance and tax evasion has led to a massive weakening of the public sector and its ability to provide essential goods and services. The HLPF 2016: First global meeting on the implementation of the 2030 Agenda and the SDGs

The United Nations High-Level Political Forum (HLPF) met in New York from 11 to 20 July 2016. It is the central UN body addressing sustainable development, and its chief task is to monitor the implementation of the 2030 Agenda and its global Sustainable Development Goals (SDGs).
The HLPF is still in a trial phase. Whether it can justifiably claim a central role in global sustainability policy will only be revealed over the next few years. Read more…

Partnerships and the 2030 Agenda: Time to reconsider their role in implementation

“Partnership” is a misleading term to cover every type of engagement between UN entities and non-State actors. It promotes a false sense of equality. Lumping CSOs and corporate actors together according to their non-State status ignores the profound differences in their orientation, interests and accountability. Before considering ways to enhance the effectiveness of partnerships between UN entities and non-State actors and establishing a system-wide delivery support, more fundamental questions should be addressed. This Background Note poses necessary questions and offers perspectives both from the work of Global Policy Forum as well as from previous proposals on partnerships offered by some Member States.Read more…

2030 Agenda and the SDGs: indicator framework, monitoring and reporting

By Barbara Adams and Karen Judd

On 11 March 2016 the UN Statistical Commission agreed “as a practical starting point” with the proposed global indicator framework by which to measure progress towards the 17 goals and 169 targets of the 2030 Agenda for Sustainable Development. It recognized that the development of a robust and high quality indicator framework is a process that will need to continue over time and authorized the Interagency and Expert Group for Sustainable Development Goals (IAEG-SDGs) to continue its work.
