In 2023, the HLPF took place from 10 – 19 July, and the main SDGs subjected to in-depth review were SDG 6 on clean water and sanitation, SDG 7 on affordable and clean energy, SDG 9 on industry, innovation and infrastructure, SDG 11 on sustainable cities and communities and SDG 17 on partnerships for the Goals. In September 2022, heads of state and government spoke at the UN Headquarters on the theme “A watershed moment: transformative solutions to interlocking challenges”. Secretary-General António Guterres’s message was clear: “Our world is in peril and paralyzed”. He launched the High-level General Debate bluntly: “Our world is in big trouble. Divides are growing deeper. Inequalities are growing wider. Challenges are spreading farther.” He urged, “We need action across the board.”
These concerns reverberated throughout the high-level session. This briefing contains a sampling from countries of the Global South. Read more

Crucial to the achievement of the Sustainable Development Goals (SDGs) of the 2030 Agenda is SDG 17, “Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development”. Increasingly, discussions now take the form of multistakeholder partnerships and engagement with the business sector as a tool to mobilize finance for the SDGs or generate needed capacity – often to develop a pipeline of bankable projects. This partnership orientation has become a regular feature of the UN agenda, from the Economic and Social Council (ECOSOC) Operational Activities Segment in May 2022 to the High-Level Political Forum (HLPF) in July 2022. Following the adoption of the 2030 Agenda for Sustainable Development, the United Nations Economic and Social Council (ECOSOC) embarked on an effort to harmonize UN Development System (UNDS) activities with the 2030 Agenda and its SDGs as well as system-wide pressure for greater country ownership of in-country activities. Part of this process includes the 2017 Quadrennial Comprehensive Policy Review (A/RES/71/243) and ongoing reform proposals for the UNDS, all aimed at improving the quality of development and meeting the needs and priorities of host countries and donor governments. The second PrepCom session will take place on 26-30 July 2021 and will launch negotiations on the Programme of Action for LDCs for the next decade, a decade that coincides with the last decade of the 2030 Agenda for Sustainable Development.
This is the last HLPF before the Doha conference / LDC5. During the HLPF Ministerial segment of the HLPF, eight LDCs will present their Voluntary National Reviews (VNRs), making a total of 53 LDC VNR presentations over the last six years, many by countries for the second, and some for a third, time. The first annual SDG Moment is set to take place on 18 September 2020, designed to reinvigorate efforts to achieve the Sustainable Development Goals. Marking the last decade in which to achieve these goals, the moment will: “Set out a vision for a Decade of Action and recovering better from COVID-19; Provide a snapshot on SDG progress; Highlight plans and actions to tackle major implementation gaps; and Demonstrate the power and impact of action and innovation by SDG stakeholders.” Read more
The COVID-19 crisis and the worldwide measures to tackle it have deeply affected communities, societies and economies around the globe. But calls for “building back better” by just pushing the reset button will not change the game. We need structural changes in societies and economies that ensure the primacy of human rights, gender justice and sustainability.
This is the key message of the 2020 edition of the Spotlight Report on Sustainable Development “Shifting policies for a systemic change.” It is published by a broad range of civil society organizations today – on the eve of the Global Action Week for the SDGs and three days before UN’s 75th (virtual) anniversary summit. Preparations are underway for the 2020 High-level Political Forum (HLPF) and review of the Sustainable Development Goals (SDGs). Member States are engaged in negotiations to adopt by consensus a Political Declaration and 47 have undertaken Voluntary National Reviews (VNRs) for presentation at the HLPF. The UN system has issued a number of reports containing analyses and assessments of progress towards the SDGs. In addition to contributing to these processes and reports, major groups have issued a range of analyses and demands. Read more
The 2020 High Level Political Forum (HLPF) is scheduled to review the implementation of the 2030 Agenda for Sustainable Development and progress towards the SDGs on 7- 16 July 2020. The United Nations Department of Economic and Social Affairs (DESA) has released a provisional programme and concept note for the 2020 HLPF. DESA has also announced new modalities for virtual side events and exhibitions. Read more
The 2030 Agenda and the SDGs have also captured the attention of many parts of the UN system, which are slowly restructuring their work plans towards their achievement. This fact can be seen in negotiations on UN development system reform and country-level reporting; on the push for a Data Revolution as well as Information and Technology. The VNRs are being analysed by civil society groups as well as the UN Committee on Development Policy to see the extent to which they are focused on leaving no one behind, and tackling the furthest behind first, as well as the extent to which they address trade-offs between the goals and especially spillover effects from global policies that impede their achievement. The Political Declaration for the High Level Political Forum will be adopted by Heads of State and Government (HOSG) at the General Assembly’s Sustainable Development Goals (SDG) Summit in September 2019. With the aim of reaching consensus, Member States have started negotiations and are now deliberating a second draft of the Political Declaration. The Declaration is currently titled, “Gearing up for a Decade of Action and Delivery for Sustainable Development: Political Declaration of the SDG Summit” and is divided into three sections: “I. Our Commitment, II. Our World Today, III. Our Call to Accelerated Action.” Read more…

The Economic and Social Council (ECOSOC) Partnership Forum will hold its annual session at UN headquarters on 11 April 2019. This year it will focus on partnership efforts supporting the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). The 2030 Agenda is the subject of review by the High-Level Political Forum on Sustainable Development (HLPF) annually under ECOSOC and at summit level every four years (including 2019) under the auspices of the UN’s highest political body, the General Assembly. The annual UN High-Level Political Forum (HLPF) has a unique role to review progress, define policies and flag priorities at national, regional and global levels for implementing the 2030 Agenda for Sustainable Development and achieving the SDGs. This agenda has also become the premier driver and justification for institutional, financial and data reforms and capacity development.
A number of decisions have been adopted during the twelve months since the last HLPF that are central to the implementation of the 2030 Agenda and the SDGs, particularly the measurement of progress towards the SDGs and strategies to finance them. They are complemented by or responsive to proposals of the UN Secretary-General on the funding and institutional architecture of the UN system. Read more…
The third edition of the civil society report Spotlight on Sustainable Development states that unpaid care work represents the largest subsidy to the global economy and the main obstacle for women´s economic participation.
Care public policies are needed to transform the social organization of care and narrow gender gaps. Read more…
In his opening remarks, the UN Secretary-General said that 20 years ago “there was the idea that globalization would not only increase global wealth, but that it would trickle-down and would benefit everybody in our planet”.
He went on to describe that at the present time, “globalization and technological progress have dramatically increased global trade and global wealth. It is true that the number of absolute poor has been reduced and that living conditions have improved all over the world but it is also true that globalization and technological progress together have been factors in the increase of inequality”.
