In September 2022, heads of state and government spoke at the UN Headquarters on the theme “A watershed moment: transformative solutions to interlocking challenges”. Secretary-General António Guterres’s message was clear: “Our world is in peril and paralyzed”. He launched the High-level General Debate bluntly: “Our world is in big trouble. Divides are growing deeper. Inequalities are growing wider. Challenges are spreading farther.” He urged, “We need action across the board.”
These concerns reverberated throughout the high-level session. This briefing contains a sampling from countries of the Global South. Read more

The pandemic lockdowns and limits to mobility taught painful lessons about the importance of care. First, the pandemic forced us to recognize the value of care workers as essential and that we are dependent on a broad spectrum of essential workers. Second, a significant share of deaths occurred in long-term care homes, exposing the vulnerabilities of a long-neglected sector. Third, parents with school-age children felt the stresses of holding down a job while working from home at the same time that they are caring for their children and family members within a confined space. At the first High-level Political Forum held in person since the onset of the COVID-19 pandemic in July 2022, 44 countries presented VNRs, including many Least Developed Countries (LDCs) and Small Island Developing States (SIDS). These countries focused on progress toward achieving the 2030 Agenda and the impact of COVID-19 on countries’ development plans, progress on gender equality, specific vulnerabilities in the face of multiple global crises, and the urgency of increasing climate resilience. Some emphasized the importance of a shift away from reliance on Gross National Income (GNI) as a key measure of development, as well as concern about the ability of LDCs to continue developing sustainably after graduating from the category. DAC members as a group have never got near meeting the ODA target, but for political reasons they have also never dared to abandon it. Their unfortunate solution to the conundrum has been a series of dubious rule changes that weaken ODA’s concessional nature and therefore help donors look as if they are spending more without really doing so. In the early days of the COVID-19 pandemic, the United Nations (UN) estimated that developing countries needed an extra US$ 2.5 trillion in external finance to cope with the consequences of the crisis. This vast sum is needed because additional spending needs – for example on health services and social protection – coincide with a simultaneous collapse of all traditional sources of development finance: tax revenue, export earnings, migrant remittances, foreign direct investment and, to a lesser extent, also official development assistance (ODA). The COVID-19 crisis and the worldwide measures to tackle it have deeply affected communities, societies and economies around the globe. But calls for “building back better” by just pushing the reset button will not change the game. This is the key message of the 2020 edition of the Spotlight Report on Sustainable Development “Shifting policies for a systemic change.” It is published by a broad range of civil society organizations today – on the eve of the Global Action Week for the SDGs and three days before UN’s 75th (virtual) anniversary summit. A snapshot of the ongoing work at the United Nations in times of crisis. This publication looks at the financing for development (FfD) work at the United Nations in 2020, an exceptional year due to outbreak of the global coronavirus crisis in the spring. Following this shock, FfD became a highly relevant issue on the UN agenda. The FfD process as originally scheduled was redesigned, with the FfD Forum originally scheduled for April cut down from four days of face-to-face meetings to a virtual session that lasted for just one hour. An official outcome document was adopted anyway, however free of concrete commitments that would match the needs of coping with the crisis. Read more
